Members elected for Yorkshire and the Humber to the European Parliament on 10 June 2004

A very brief background to the European Political Structure and Workings:

The European Commission initiates legislation - comes up with the ideas for policies that fall within the scope of the EU.

The ideas then go to the European Parliament and the European Council for discussion and agreement.

The European Parliament is made up of 626 MEPs who sit on various committees which shadow the workings of the European Union. The Committees write reports, give opinions, and hold debates on issues that fall within their remits. The reports go to the Parliament as a whole and then become the opinion of the European Parliament. MEPs are elected by region, and by proportional representation every 5 years.

The European Council is made up of the Member States. When the Council is discussing, for example, economic affairs, a representative Minister for economic affairs from each government goes to the meeting. For economic affairs the current UK representative would be Gordon Brown. The Council has the most power, voting by Qualified Majority Voting.

Richard Corbett Labour MEP

Richard Corbett was first elected to the European Parliament in a by election in December 1996 as the Labour Euro MP for Merseyside West constituency, and was re-elected in 1999 for Yorkshire and Humber. Previously Richard was Policy Advisor to the Socialist Group with particular responsibility for the 1991 Inter-Governmental Conference, enlargement and revision of the European Parliament's Rules of Procedure. He is the Socialist Group Co-ordinator, Government Link and Labour Spokesperson on Constitutional Affairs. Richard is fluent in English, French, German and Dutch. He has written three books on the European Union - "The Maastricht Treaty", "The European Parliament" and "The European Parliament's role in closer EU Integration" along with numerous articles and publications.

Timothy Kirkhope Conservative MEP

Born in Newcastle upon Tyne in 1945 Timothy was educated at Newcastle Royal Grammar School and subsequently at the College of Law in Guildford Surrey. After serving Articles he qualified in 1973 and within a year had set up his own legal practice. In 1986 Timothy was selected as the prospective Parliamentary candidate for Leeds North East and in 1987 he was elected as Member of Parliament taking over from Sir Keith Joseph.

In 1990 Timothy was appointed to the Whips Office by Margaret Thatcher where he was Scottish Whip for four years and responsible for the Environment, Heritage, Agriculture, and Defence Departments in turn. In 1995 he was appointed Vice-Chamberlain of the Royal Household, providing her Majesty the
Queen with an important link with the House of Commons, and in the Autumn of 1995 he moved to the Home Office as Minister responsible for asylum and immigration.

In 1998 Timothy was selected as a Conservative European Parliamentary candidate for Yorkshire and the Humber. After his victory in June 1999 he was appointed both Chief Whip and Spokesman on Justice and Home Affairs. In December 2001, he was appointed to represent the Conservative Party on the European Convention.

Diana Wallis Liberal Democrat MEP
 

Born 1954 in Hitchin, Hertfordshire, Diana Wallis qualified as a solicitor in 1983. She first became a councillor on Humberside Council in 1994, later to become Deputy Leader of the newly created East Riding Unitary Council in 1995.

She first stood for the European Parliament in 1989, and finally realised her life-long ambition becoming the Liberal Democrat MEP for Yorkshire and the Humber on 14 June 1999.

As a lawyer, Diana specialised in commercial litigation, mainly of a European nature. She has also lectured in European Business Law and Comparative Law at the University of Hull, having previously studied law in Belgium, Germany and Switzerland.

The Liberal Democrats in the European Parliament (EP) are members of the European Liberal Democrat and Reform (ELDR) Group. Diana is ELDR Co-ordinator on the EP Committee on Legal Affairs and the Internal Market. She is also a Member of the Regional Affairs, Transport and Tourism Committee in the Parliament.

Diana is also Vice-President of the EP Delegation to Iceland, Norway and Switzerland.
